Viktoriia Keliar is the Chief Operating Officer at Alcor, a global engineering infrastructure partner that helps US and European tech companies build software R&D centers in Latin America and Eastern Europe by providing Valley-grade recruitment, Employer of Record and Contractor of Record, and full operational support.

With 15+ years in legal and operational roles, Viktoriia brings deep compliance and back-office expertise to Alcor, where she now guides VC-backed startups, mature tech product businesses, and enterprises through the complexities of scaling engineering teams.

Before joining Alcor, Viktoriia built her legal and operational expertise at Luxoft and SBT Systems – two of Eastern Europe’s largest software firms. She holds a Master’s Degree in Law and completed the International Law and Legal Studies program at the University of Pennsylvania Law School in 2018. Having seen firsthand how complex and fragmented back-office operations can derail even the most promising tech expansion, she joined Alcor to build the operational infrastructure that keeps engineering teams compliant, efficient, and scalable from day one.

At Alcor, she also leads the development of AlcorOS – Alcor’s internal operational system designed to standardize and streamline back-office processes across all client R&D centers. She and her team have supported some of the most ambitious US, European, and Israeli tech companies – including Pindrop, Backstory (ex-People.ai), BigCommerce, ThredUp, Sift, BIScience, and ChargeAfter – in hiring, employing, and supporting dedicated engineering teams without opening local entities or losing control to outsourcing vendors.
